Dropped calls on H323 gateway FXO ports with CCM

I am having an issue where every now and then someone has an external
call that connects, then disconnects a few seconds later from a H323
gateway with FXO ports. The CCM traces show the disconnect coming from
the router as a normal disconnect the times I've tried to find out
what may be going on.

The gateway is a 2800 series with 12.4(17) IOS and Call Manager is
4.1(3)sr3c. I have not been able to get a debug on router from a time
of a dropped call because it does not happen all that much. Just
looking for some ideas on what to look at since people are complaining
about losing calls.
