Author Core Network Down, but still need some inbound lines

Our police department on campus has been using 2 DIDs that are part of a
block associated with our 2 PRis. They have been giving these numbers out
to residence in the area as a kind of 911 emergency number. (calling 911
might not get them to the right PD station if they are on cell) We will be
performing a upgrade to our Core network and all network will be down on
campus. The PRIs are terminated on a 2851. Is there any way to get those
2 numbers redirected onto analog lines or made functional while the network
is down?? Can this be done either with configuration on the 2851 or by
discussion with the phone company?
