Post-Hangup Ringing (SIP)

| Hi all, this one comes from the "I have no clue" department. Heres the
scenerio:
Phone A (off-net) dials phone B (provisioned into BTS 10200). Phone B rings
and phone A gets ringback. Phone A hangs up before phone B answers. Phone
B keeps ringing and ringing after phone A drops the call.
On the SIP side, a CANCEL message is sent to the BTS when phone A hangs up,
and the BTS responds almost immediately with a "481 Call Leg/Transaction
Does Not Exist." The call ID and CSeq all line up throughout the call. Any
ideas why the response from the BTS is a 481?
