When dialing numbers in our local area code but outside the local calling
area, the call disconnects immediately, rather than allowing the telco
intercept message to be heard. I'm sure I'm missing some magic dial-peer
configuration parameter, but does anyone know offhand what that might be?

3640, H.323, PRI to telco

local call configuration:

dial-peer voice 1023907 pots
destination-pattern 9[2-9]......$
port 1/0:23
forward-digits all
!

If this is not centrex, you need to strip the 9. You also shouldn't
need the $ at the end.
