MGCP Gateway not registering to Subscriber

Hi All,

One of my clients currently running CCM 5.1 are currently having a problem, when I stop the publisher CCM service the gateway successfully registers to back-up subscriber, however when I physically shut the port on the switch to which the publisher is connected, the gateway can never register to subscriber.

Any thoughts ?
