In CallManager 4.1, where can I set te publisher to register all the
phones, while I troubleshoot the subscriber, so the phones don't try to
register to the subscriber again while I am troubleshooting the subscriber?

The phones will register in the order then exist in the cisco callmanager
group. Make the put he only one in that group, update it and reset the
devices. They will all move to the pub.
