When dialing into the FXO port and then u got a dial tone then u r
hitting the hidden dial-peer 0 which gives u that tone this means that
ur call doesnot match any configured dial-peer, if u r running MGCP on
this FXO port then u will do ur configuration from callmanager as the DN
of this line this is equivalent to the connection plar opx in the H323
mode. In h323 mode and using the connection plar opx u need to make a
dial-peer for the router to when how to go to the extension u define in
the command connection plar opx, the command itself tell the router to
lookup its dialing plan to go to a specific extension, so still there
will be a need to a dial-peer to inform the router where to go.

That is correct, AFAIK, you don't need dial peers for
the FXO ports unless you're planning on sending calls
out them.
