Voice over IP Cisco - CSS / Partitions in 5.1

I'm running 5.1.2 when creating CSS and assigning partitions I have the
Partitions in the order I want them then I press Save and they change
the order somewhat. Is this normal? Is it a bug?

Must be cosmetic. If I go out and back in it's still correct.
