Here is the catch with the free CCM6 DLU's.

You get the free DLU's if you install CCM6 from scratch.

But if you upgrade an older version of CCM, say CCM5, to CCM6 you
don't get the free DLU's and you must have a special license file that
specifically says you are able to upgrade to CCM6. Otherwise, CCM
service doesn't start.
