Voice over IP Cisco - VG248 ports

Hi Folks,

Anyone seen this before, 3-4 ports on a VG248 indicating off-hook even
though they are disabled? My first thought was that whoever did the wiring
shorted out some pairs somewhere, but the techs that did the punchdown
blocks for them swear that the ports were lit up (offhook) before they
hooked up the RJ21 connector. Had to have lit up sometime after we installed
the device but not sure what would cause it.
