Migration of numbering plan

I need to migrate a customer from 4 to 8 digits dialing by adding the
site code (8 sites).
Also, I will change routing plan in order to go with the new
line/Device CCS method (not the traditionnal anymore).

If any of you have already done something close and have a method..or
document or ...please let me know.
