We initially installed HATS with the 2 license limit, but we purchased 10
licenses. What do I need to do to take advantage of our 10 licenses?

I tried just changing the license count to 10, but it doesn't take. It still
limits us to 2 licenses.

You have to use the Enable HATS Runtime option in the HATS menu inside HATS
perspective to enable the project.

I had this same problem before. Juanma Martinez suggested using the Enable
HATS Runtime option in the HATS menu, but I don't think that's going to work
for you. The Enable HATS Runtime is used when you first install the HATS
Toolkit and later decide you want to upgrade to HATS. In fact, if you try
running it, it will probably tell you to run the Amin Console to change the
number of licenses.

Perhaps you've already solved your problem by calling IBM, but let me tell
you how I solved it. We started with 1 license then upgraded to 6 (we are
still working in test and proof-of-concept mode). We ran the Admin Console
to change the number of licenses, but that didn't work. Eventually, I found
out the following:

In the project ear file, there is a file called runtime.properties. This
file has 2 settings that are related to the number of licenses: numLicenses
and licenseHardLimit. The numLicenses is the actual number of licenses as
you would expect it to be (in your case numLicenses=10). The
licenseHardLimit, however, is an encrypted value that represents the HATS
licensing entitlement. Unless you have the licenseHardLimit set correctly,
simply changing numLicenses will not work.

How do you find out what that value is? You could call IBM, I guess. What
I did was this. I had a new version of HATS to upgrade to, so I reinstalled
HATS and specified my new license limit = 6. At that point you could find
the predefined runtime.properties file (for example, on my PC it is located
at C:\Program Files\IBM\WebSphere Studio\Site
Developer\v5.1\wstools\eclipse\plugins\com.ibm.hats\predefined\projects\earProject)
and examine it in Notepad to find out the licenseHardLimit value. What I
actually did is create a new HATS project with a new ear file. Then I
selected the Navigator tab in the HATS perspective and opened the
runtime.properties file inside the new ear file to find the new encrypted
value. For my existing projects, I manually set the value in each
runtime.properties file and re-Assembled to transfer the updated project to
the server.
