It is unclear if relationshipAllRelationships.conf / relationshipNoRelationships.conf are relevant also for non ORM implementations.

Should non ORM implementations support bidirectional relationship?

If not - the tests should be excluded (using jdo.tck.requiredOptions?)
If yes - chapter 15 in the spec must clarify what exactly is expected from a non ORM implementation.
