Allow administrators to change and set passwords for users
----------------------------------------------------------

Key: DIRCHANGEPW-5
URL: http://issues.apache.org/jira/browse/DIRCHANGEPW-5
Project: Directory Change Password
Type: New Feature
Reporter: Enrique Rodriguez

A user's password can only be changed by that user. With changepw an admin role should be able to change or set a password for a user, but this requires access control. The Change Password protocol needs to be updated to use ApacheDS ACI to allow admins
to change or set passwords for users.
