Ok. What about installing ADS using the installer, not the exe? You have a jar file which can be launched using Java -jar :

I know, this is for linux, but if you are using cygwin, I think this may work.

I'm sorry, I don't have a W$ box right now, so I can't check your installation. Anybody ?
