It would be programmed into your ATAs - a dialplan is a set of rules that
tells the ATA to add digits to the beginning of a number, or discard digits
in a number, or for that matter completely discard a dialled number &
substitute it with an entirely different one.

Don't get too bogged down with it, or put off by the 24 pages of posts - so
long as you know what you want to dial & what your provider /needs/ you to
dial, someone here (or there) will help you construct it.
