Merely containing circuitry with processing power doesn't make a device a
computer, at least not by the popularly accepted definition of the word.
My motorcycle is classed for taxation purposes as a bicycle (which I
suppose it is, come to think of it..!) but I still get done if I ride in a
bus lane where bicycles are allowed (well most bus lanes, there are a few
councils who have seen the light..!)
