There is no such thing as a local rate number. Calls to 0845 numbers
cost more to call then the other end of the country. It's a sign of a
rip-off. Of couse it will end before too long anyway, becasue the rules
will prevent the recipient being paid.

Well, perhaps if you were to write in English that would be more
convincing, but all the decent VOIP providers will let you choose a
proper number in the dialling code area of your choice. A normal 01nn
nnnnnn number.

Skype also hands out normal numbers, but Skype is poor value and doesn't
provide the facilities you want.
