Nor are Vodafone. I tried calling Andrews & Arnold on theirs and got
NU tone.

Unfortunatly its the way things are - it tends to take several weeks, and in
some cases months after a number range is 'live' on the BT network before all
networks in the UK complete their data build processes.

There are many reasons for this, interoperator communication issues advertising
the number range, many operators reliance on seeing the number range in the BT
Carrier Price List before they will allow calls, and in many cases, just
workload - often there is only a single person responsible for keeping on top of
them.

In the case of 03x being a brand new number range, there are a load of issues on
top before networks open them, so don't hold your breath waiting!

If you want to use one for business, I'd recommend waiting a few months before
publishing it to potential clients!
