AOL Webserver - Thread question

When I view AOLservers stats page (process.adp) it shows the following:

Threads
min 0
max 10
current 1
idle 0
stopping 0

Yet I have it configured with:

ns_section "ns/server/test"
ns_param minthreads 100
ns_param maxthreads 100
ns_param maxconns 100

Did something change from 4.1 to 4.5 that I missed?
