ok i have a network firewall (router) and a fixed ip outside of it aswel as fixed local ip..

i am tomorrow going to setup a pc running Windows XP and wish to install a basic webserver , dont care how basic , its my first attempt and i want to see if i can do it then will move into php territory .

can anybody point me in the correct direction please.. thanks .

When you install XP, make sure you install IIS. This will include the basic personal web server. When things don't work right off, check the help files for proper directory permissions settings.

The other option, if you feel like doing more setup, would be to grab the latest version of Apache, but you'd probably need to know more than with IIS.
