behind an intranet firewall...oustide comps can't access PWS. apache 2.

| It's the most basic setup of a working personal web server possible. Enter my external ip address (internal is the basic 192.168.blahblah) , and you have my website. Any computer behind the intranet can use my external IP and connect fine, as well as using the internal one. No outside computers can access my webserver regardless of whatever IP I am using.
I think that my campus blocks all incoming anonymous http requests.
Any way to circumvent this?
