Author Apache CGI 'C' program to Sybase via ODBC? Anyone?

Has anyone out there successfully written (and configured Apache to
properly execute) a CGI program in C that connects to a Sybase database
using ODBC? I have a C program which when run from the command line
connects to the Sybase DB just fine but when I run it as a CGI program
from my web browser, the program runs but fails to connect. My
suspicion is that for some reason my odbc.ini file is not being found or
read properly (despite having SetEnv ODBCINI in my httpd.conf to point
right to it). Does anyone out there have any experience in this realm?
My system is:

Red Hat Linux 9.0
Sybase 9.0.2
Apache/2.0.40

Please respond here and I will discuss in more detail.

Thanks,
