Apache Server configuration support

I have all the timeout configuration entries that I know of set to at least
60 seconds, yet, attempting to backpedal to a *.php page within 2 seconds
returns an expiration error.

Apache 2, php5, XP, all being run on same, local machine. Session started on
first, login.php which doesn't expire. I'm able to navigate to the second
page, then third, but unable to backup to the second page without
refreshing.

Can this behavior be changed?
