Woohoo! Finally got around to trying it and it's working like a
charm.

It took a bit of hacking for this first-timer to replace the SSI for
the requested URI and referrer with their php equivalents, but it
wasn't too hard.

web-sniffer.net wouldn't show the retry-after value, but I'm sure it's
there, and everything else looks right. I found it will also take a
simple # of seconds for a relative time, so I made it 1200. That
should be plenty.
