Apache Server configuration support - client side application for viewing jpg images

I am providing map data in the form of jpg files to my Windows XP clients via a linux / Apache server. The jpg files open up in Internet Explorer but I really want them to open with the applicaion "Microsoft Office Picture Manager" because of its zoom and pan capabilities. Can someone help me with this Apache configuration? My server setup is: Linux (Debian) 2.4.27-2-386,
Server version: Apache/2.0.54. The clients are using Windows XP Pro with Internet Explorer.
