I'm kind of in the same boat.

I need the mod-rewrite to work for me within FC5.

Its needed for short-URL's on a php module I'm working with, and I need to
know how to make sure its installed so when I perform a 'httpd -l' it shows
up.

The rewrite module is enabled in the httpd.conf but it doesn't show as being
loaded. Probably different problem then yours, but its needed by some
applications, especially mine.
