Apache Server configuration support - Why are these modules built into httpd?

Why are these modules built into httpd?

After building apache 1.3.33, the all of the modules below are built in
statically. My current httpd binary reports using httpd -l that only
http_core.c, mod_so.c, mod_perl.c. How do I build apache without all
the extra modules below compiled in?
