Log showing GET of other websites?

Hi, I just noticed that in my access.log file of apache2, there are some entries like
87.118.123.123 - - [25/Sep/2007:15:25:13 -0400] "GET http://votdomain.com/scaner/test.txt HTTP/1.1" 404 338 "-" "-"

What is this? Can i stop this from happening?
