Apache 2.0.48 on xp won't start

Apache 2.0.48 on xp won't start all of a sudden, says has an error 1.
Won't start even if reinstalled, and even if drive is formatted and
reinstalled, the partition has to be deleted several times and mbr
deleted and a new os installed before it will work again and then it
is unstable and will quit at any time and I need to start all over
again....what is up with this? all other programs on system work fine
nothing else is affected? please help!!!
