Author Time to serve the request vs Time to download a request in apache logs

Hi!

I'm analyzing apache web server logs and I have some doubts on the
directive %T (Time to serve the request). Is this time the same as the
time to download (the time the user must wait for the resource to be
presented in his browser)? Is this time affected by network aspects, or
it is affected only by the characteristics of the server where apache
is running?

Thanks,
Carla Lopes
