New member in need of web server advice

| Hello all,
My name is Mark and I'm new to this forum. I've been a web developer for about a 1.5 years for a small company in IL.
I've finally been able to talk management into purchasing our own web server due to issues with our web hosting provider but I'm on a very strict budget ($1500). I've been doing extensive research and I'd like your options/suggestions as to what web server/software I should purchase. Our web site uses ASP and VBScript on the server-side and JavaScript on the client-side.
1. Hardware: Dell PowerEdge 800 Enhanced edition
2. OS: I'm not much of a system administrator so here's where I need most help.
2.1 I was thinking to run apache but it doesn't support ASP (w/o $ addons) so that's out of a question.
2.2 MS Windows Small Business Server 2003 seems nice but it's $ and has a lot of features we don't care about.
2.3 MS Windows Server 2003 Web Edition is an option but thru research I've noticed a lot of developes complain about it (little functionality)
ANY advice here is greatly appreciated.
3. DB: I know ideally there should be two servers (web server and db server) but due to $ that's out of a question. Currently we use access . I'm well aware of it's limitations but we're a small company with only about 3 tables and 10000 records total (both expected to double in the next 2 years). I have been thinking about mysql but Network edition is out of a question ($) and Community Edition is not "enterprise ready". How buggy/limited is it really? Can I use this edition for e-commerce purposes? Is there an edition that's "rock solid"? Any other Open Source (ie free) options out there?

Basically what i'm asking is:
If you had to buy a web server (with OS and DB) for a database driven e-commerce website with ASP and VBScript on the server-side and JavaScript on the client-side, what would you buy and why (staying under $1500)?
