WebLogic Apache and KeepAlive

I have configured Apache as a plug-in (.so) to a WebLogic cluster. If
I have a KeepAlive setting configured, how does the configuration
decide whether the KeepAlive is between

1. the end user and Apache
2. Apache and WebLogic
