Am I able to configure Apache (httpd.conf) to accept http downloads.
or must I implement FTP server to allow users to download files.

I wish to allow some users to down load files to my server via the HTTP
protocol using Apache.
Could some one tell me what I need to change in the httpd.conf file to allow
this.

That direction is *up*; here are a couple of ways to allow your users to
*upload* files to your web server. Either install mod_dav and use a
webdav client (like MS Web Folders) or implement form based uploads.
