can't start Http Admin Server with error "navbarbeaninfo.class"

| Hi All,
it's very weird, after i installed the http server, i could not start
Administration server,
error log reports
"File does not exist: c:/program
files/ibmhttpserver/htdocs/zh_cn/manual/ibm/navbarbeaninfo.class"
"File does not exist: c:/program
files/ibmhttpserver/htdocs/zh_cn/manual/ibm/navbar$comclassobject.class"
very upset, if any help, thanks millions

| problem fixed
the reason is if you install HTTP server @ un-English environment, the
program try to find the suitable codeset for your environment , but unlucky,
Http server install program do not provide so-called "navbarbeaninfo.class".
