WebSphere HTTP Server - Single Quote Problem in URL

Hi,
We have some URLs which contains SINGLE QUOTE ( ' ) but when the user tries to access the site the browser displays the error message:
"Due to the presence of the special characters known to be used in Cross Site Scripting attacks, access is forbidden. This website does not allow Urls which might include embedded HTML tags"

Does any body know if we have to change any setting on the HTTP Server?
We are using IHS 2.0 and WAS 5.0.2.

What would one change about a server configuration that would fix
defects in the URLs on the pages? Have you tried encoding the offending
characters?
