Author ATP migration in WCS 5.4 / Inventory Allocation

We migrated from WCS 5.1 to wCS 5.4 with ATP disabled. Later we used migrateATP(Oracle) script to enable the ATP .
The migration script ran successfully. I am able to add adhoc receipts , adjust inventory etc through the accelerator.

While ordering the item through the estore the inventory is not allocated even if the item is available. Instead the items are backordered. In the Accelerator, Product - Fullfillment - Force Back order option is not checked. It looks like AllocateInven
tory command cannot find the items and allows to backorder the items.
The ATP tables receipt, rcptavail, storecent, itemffmctr are appropriately populated by migration script. Am I missing any configuration setting to allocate inventory or should I do changes to the code to enable ATP.

Thanks
sara
