WC 5.5 Pro iSeries Instance creation

| Hello,
I'm trying to create a 5.5 Pro instance on a new iSeries. We've installed
all the PTFs the readme file says to and it installs correctly as far as I
can tell. But now we can't create an instance. Instance creation hangs
during the WAS import (15%). An error is thrown in the Configuration
Manager console (shown below). I had this problem on another box but it was
several months ago and I can't remember how we fixed it. Can anyone help or
at least point me in the right direction?

| We called IBM the last time and they sent us an installer PTF but there
may be other valid approaches.

| I just installed Fix Pack 3 and the Enhancement pack and it created okay.
