I want to create a different shipment method, which is email like if a catagory is music or coupen then WCS should not ask shipment address before checkout but it should ask Email address as shipment address and shot an email to the address??

Which approach should be best?

I'm afraid you need to provide additional business requirements. For
softgood SKUs there are many considerations to analyze up front. Are
they allowed in a cart at all and if so are they allowed in the same
cart as other non-softgood SKUs? Do some require payment and others
not? The WC design here is based on the answers to these and other
questions I would ask as an architect.
