| The wcsadmin users is identified by the USERS_ID value of -1000. Insert
a new row for this user with a PLCYACCT_ID of -2, password, salt, etc.
and you should be fine. You should ensure -1000 is also present in
MEMBER, MBRGRPMBR, and USERS as well. The bootstrap xml can be reviewed
to determine if I am missing a table here.
