Maybe you are unaware that the shipping address is tied to ORDERITEMS
and not the ORDER itself. Changing the shipping address for particular
line items in an order in no way affects the billing address for an
order. If you knew this already, I apologize, but that leaves me too
confused to help you based on your post.
