WAS 5x on Windows 2000

I enable Global Security. I checked off Enforce Java 2 Security cause i dont
need it. I created Local OS Account called Test1 and Test2
For the User Registries- Server User ID i'm using Test1 and it appropriate
password

This is my problem:

I tried to Add a Console User account with Test2 as Monitor Role. I get this
Error "No User was found in User Registry Repository with this name"

Folks what i'm i doing wrong? Help
