Server group system properties Vs nodes

Using WAS 4.0.5, when I change a system property in JVM settings at
the server group level, the change is reflected in the JVM settings of
my nodes. But if I create a new system property, it is NOT copied to
the nodes, I must manually redo the work for each node.

This is not what I expected. Was my expectation not correct or is
this a bug?
