Global Level Handlers

Hi,

I had successfully deployed service level handlers for IBM web services.
But i am not getting where to deploy Global level handlers.
I am using WAS 5.1 without any studio.
If any links or discussion happened before or any type of input you had please provode it. It is too urgent for me.
