WebSphere Clustering works between Http Server and App Server. It will direct traffic to Appserver from Http Server depening upon load and availability.

Edge Components are using for load balancing between external browser and Http Server. It routed the traffic to Http Server from external browsers.

I think you have your direction backwards. But this is not the only tpe
of clustering. WAS also provides clustering for RMI/IIOP clients, not
just for HTTP. In this latter case, the clustering is provided by
negotiation at the Orb level between the client and some bootstrap
application server, as opposed to being performed by the HTTP server
plugin.
