Author When to build a portal instead of a web application?

Hi, please can anyone point me at an article or provide me with a view on -

How do you know whether to build a portal or a web application?

I have previously developed a fairly simple portlet using WPS, but as a
novice, I find myself wondering why anyone would want to introduce the
additional complexity of the portal server layer sitting on top of WAS. I
can see the argument that it is nice to allow people to be able to tailor
what portlets appear on a page and where, but beyond that, what advantages
are there to using WPS rather than WAS, and more importantly, is there an
increased complexity and does this potentially outweigh the benefits?

Thanks,

Steve.
