I have recently had the same exception starting the admin server instance.
When I tried starting the server after reboot it kept hanging while starting the Queue Manager. After aborting and retrying to start the server I got the message "unable to start bootstrap server ...". The reason was that the hard drive space was used up
:-). After I deleted some unused files the server started up again without a problem.
