SQL5042N One of the communication protocol server support processes failed to start up

We are using the folowing driver in Websphere V6 to connect to a DB2 database on z/OS:

"DB2 Legacy CLI-based JDBC Driver XA DataSource "

When testing the connection, we get the following error message:

"Test connection failed for data source DB2 Legacy CLI-based JDBC Driver XA DataSource on server nodeagent
at node CPHWIN8267 with the following exception:
java.lang.Exception: java.sql.SQLException: [IBM][CLI Driver] SQL5042N One of the communication protocol server support processes
failed to start up. DSRA0010E: SQL State = , Error Code = -5.042."

Note! We have installed DB2 Connect V8 client with fixpack 11. We have also tried with Fixpack 7a, 7b og 10 with no success.
