The ReportNet gateway runs under a web server (apache, ibm http server, iis,
etc) however the report service and content manager run within a java
runtime environment (mostly, at least for this discussion).
I suggest that you check that SSO is configured in both WebSphere servers
with the same domain name, and that you have created the correct
authentication entries in all installations of Cognos ReportNet within the
Configuration Manager.
I hope this helps. If not, Cognos Support is probably your best best.

ps. If you're using ReportNet 1.1, I suggest upgrading to MR3 as this was
purely a bugfix release (according to Cognos) with +-460 fixes. It's made a
big difference to the stability of our implementation.
