WEB.XML Does not updated - Express 6.1

I have installed new web application on my Websphere Application Server Express V6.1.0.3 and after I have stopped my web application via the administrative console and changed a context-param in my web.xml and restarted the app and the server too , the se
rver did not load the new param.

Please help.
